Taiwan projects awarded 2015 Jean Monnet Actions grants

The European Commission launched the Jean Monnet Actions in 1989, to promote excellence in teaching and research in the field of European Union studies. The programme was originally limited to supporting academics in European member states but was soon after expanded to include those in accession countries. Today, it has a global scope.
Taiwan first applied for Jean Monnet funding in 2004, when four universities, including National Taiwan University and Nanhua University, filed a project proposal, and Taiwan has successfully participated in the programme every year since then.
The Jean Monnet Actions programme supports 3 types of scholarly activities in the field of European Union studies: 1. teaching and research, particularly in Jean Monnet Modules, Chairs and Centres of Excellence; 2. academic institutions and associations; and 3. policy debate with the academic world. Over 850 applicants from higher education institutions worldwide applied for a Jean Monnet Actions grant in 2015, and 15 Taiwan projects were awarded a grant, amounting to a total of €863,991 this year, approximately US $989,687.
Among these 15 grants, 2 scholars,Chu Chin-peng, Professor of Public Administration at National Dong Hwa University, and Li-jiuan Chen-Rabich, Associate Professor of graduate European studies at Tamkang University, are both among 40 scholars awarded a Jean Monnet Chair in 2015, to support their EU-related teaching and research for the next three years.
Scholars from Fu Jen Catholic University, National Sun Yat-sen University, National Taipei University, National Taiwan University, National University of Kaohsiung, and Tamkang University were awarded funding under the Jean Monnet Module Program. And scholars from National Chengchi University, National Sun Yat-sen University, National Taiwan University, and Tunghai University will receive funding for their Jean Monnet Information Projects.
National Taiwan University’s EU Centre received a Jean Monnet Centre of Excellence and grant and funding under the Jean Monnet Network programme, and the European Studies Association in Taiwan will receive funding under the Jean Monnet Associations programme.

Nine universities in Taiwan are awarded Jean Monnet Projects 2015-2018, including National Sun Yat-sen University, National Taipei University, National Chengchi University, National Dong Hwa University, Tunghai University, National Kaoshiung University, Tamkang University, Fu Jen Catholic University and National Taiwan University.

歐盟莫內計畫 台灣學界搶得亞太區第一名

全球三千多所大學丶高等研究學院,激烈競爭歐洲聯盟(EU)官方支持的「莫內計畫」,2015年度得獎名單日前正式公布,臺灣大學、淡江大學等9所國內大學脫穎而出,共榮獲15個獎項,全球排名第四,並於亞太地區拔得頭籌,打破過去十年臺灣各大學僅零星獲獎,甚至經年鴨蛋掛零的窘境。
更難得的是,台灣的歐盟研究最佳成績單,遠遠超越亞太區第二名丶獲得5個獎項的中國大陸。亞太歐盟研究協會(EUSA AP)秘書長丶紐西蘭Canterbury大學講座教授Martin Holland即表示,「今年全球僅44個國家大學院校獲頒258個獎項,而臺灣即獨攬其15項,實在是一項驚人的成就!」
儘管今天傳出,臺灣大學的全球排名出現12年來最低,臺灣歐洲聯盟中心主任蘇宏達認為,實際上台灣的學術研究各自爭鋒,此次獲得全球莫內計畫(Le Jean Monnet programme)殊榮的國內大學院校,台大單獨獲得5個獎項,最為難得,另8所獲獎的大學,包括政治大學丶輔仁大學丶淡江大學丶中山大學丶東華大學丶台北大學丶東海大學和高雄大學,。
根據歐盟官方資料,莫內計畫以支援全球各大學院校,發展歐洲暨歐盟教學研究和交流合作為目標,並以歐洲統合之父莫內(Jean Monnet)命名,希望在全球重要學府建立相關獎座丶教研中心丶國際合作等機制,開放全球各大學和研究機構申請競逐,然後逐一評比排序。
目前是臺大政治系莫內講座教授的蘇宏達,是國內首位學者獲頒莫內獎座(Jean Monnet Chair),並完成在臺灣大學成立全球認證的莫內卓越中心(Jean Monnet Centre of Excellence),此次有東華大學教授朱景鵬和淡江大學教授陳麗娟也獲歐盟頒授莫內獎座。
蘇宏達說,希望由此激起臺灣更多的大學丶各領域的學者積極與歐盟等國際組織接軌,引領臺灣高等教育大步邁向國際化。
