5 年多來，不願屈服於黑手黨組織「我們的事業」（Cosa Nostra）淫威的拒繳交保護費運動「跟保護費說拜拜」（Addiopizzo），在義大利西西里島首府巴勒摩已漸成氣候；3名參與這項反黑幫運動的當 地年輕女性，也一反常態公開個人身分，鼓勵外來遊客與當地商家堅持對黑道收取保護費說「不」。

「跟保護費說拜拜」運動成員向來不願曝光，擔 心身分一旦外洩，將遭到黑手黨報復；但「跟保護費說拜拜」運動秘書席薇亞．佩拉格瑞諾，以及義工琪雅拉．卡普瑞與莉蒂亞．瑟維雷拉3名弱女子，卻勇於挺身 而出，呼籲觀光客與當地人支持拒繳保護費的商家，一方面鼓勵從計程車、停車場到賣冰淇淋的小販等小商人，也要勇於對保護費說「不」，另一方面則鼓勵觀光客 前往參與「跟保護費說拜拜」的餐廳用餐。

據席薇亞估計，巴勒摩目前仍有8成商家不敵黑手黨的淫威，持續繳交保護費；莉蒂亞也指出，即便觀光客只在加入「跟保護費說拜拜」運動的商家消費，也很難不淪為黑手黨的間接幫兇，「我們相信，『我們的事業』每年仍從西西里強索1億3千萬英鎊（約台幣68億5千多萬元）。」

席薇亞直言，這種日子了無生趣，警察也不會站在他們這一邊，因為許多警察都被黑手黨收買，「但我們已經強大到變成一個共同體與黑手黨的眼中釘」。

然而，與黑幫為敵的日子並不好過。席薇亞不諱言，倘若她們幾個年輕女子出了什麼事，肯定是黑手黨幹的。莉蒂亞說，對她本人與她這個世代的人而言，這是表明立場、劃清界線與言明再也不受恫嚇。所以，她們願意夜以繼日地印發傳單、海報和Ｔ恤，「拒繳保護費的運動攸關生死」。

In 1943, as the Allies prepared to strike Europe, British intelligence faced a deadly problem: how to hide the real target. Sicily was crucial, but if the Germans knew, thousands would die. The solution? A lie so convincing it would redirect entire armies.

The lie had a name: Major William Martin, Royal Marines. He did not exist.

The body chosen belonged to a British man who had recently died of pneumonia. His death was quietly transformed into a drowning at sea. Papers were forged. A rank assigned. Letters from a fictional fiancée, receipts, personal effects—all designed to make him real. His final mission was simple: wash ashore in the right place.

Under the command of N. L. A. Jewell, the British submarine HMS Seraph surfaced near the Spanish port of Huelva. Spain was neutral, but German spies operated freely. A rubber boat was lowered into the sea. Inside lay Major Martin, dressed in uniform, a briefcase chained to his wrist.

The sea did the rest. The body washed ashore and was delivered straight into the hands of a German spy. The briefcase was opened, its documents copied, and the deception moved up the German chain of command.

Inside: letters suggesting the Allies planned to invade Greece and push into the Balkans, while Sardinia and Corsica would serve as feints. Sicily—the real target—was deliberately disguised as a diversion. To make the ruse believable, a personal letter from Lord Louis Mountbatten was included. After all, why would a mere major be entrusted with secrets unless powerful men trusted him?

The Germans believed it all. Troops were redeployed. Defenses shifted east. Sicily lay exposed. When Allied forces landed, resistance was far lighter than expected.

Operation Mincemeat became one of history’s most brilliant intelligence deceptions—a war won not by firepower alone, but by imagination, patience, and the silent service of a man who never lived, yet changed the course of World War II.
