《鍾漢清回憶錄》的甘苦 (XI):杜邦公司的安全與SHE


我的朋友Ken Chang 在Facebook 貼杜邦公司的安全得獎的消息: 
 杜邦公司的SHE教育的薰陶. 影響我很大. 所以幾年前我設一blog 來續談它: SHE-- 環保安全健康 (英文採SHE 而我將中文以環保為先. 其實他們是安全Safety 第一)
該公司的SHE教育絕對是表裏如一/身教兼言教 不流於口號......
該公司在21世紀初將其安全技術等商品/服務化.......事實上現任的董事長就是在此事業部表現不俗而脫穎而出的
Ken Chang 先生是70年代初 (還是60年代末?待查) 被派往美國杜邦公司學習此道2年的專業人才......

我可能是1988年轉職到台灣杜邦公司的內壢廠當"工程-品管"經理
很快的牟廠長就要我去 日本 杜邦公司 (技術中心)受安全課程3天......
我們工廠其實是製造機械部品的  遠比一般的化學-農藥.....等工廠安全
不過每月的安全會議絕對非常慎重地檢討安全
全體員工每月必須有一小時討論各種相關的SHE之議題題
每年一定有廠長安全稽核.......

我有空再多談SHE吧......

.....其中一篇「地下經典」便是期後著名的〈總統制的危險〉一文。Linz認為總統制缺陷重重:
1. 總統選舉是零和博弈,勝者全勝,引發對抗政治;
2. 總統集國家元首和政府首腦於一身,容易行事獨斷;
3. 行政立法衝突可引致政府癱瘓;
4. 因為總統任期固定,不能隨時召開大選重組內閣,總統制的「穩定」反過來令政治危機無從消解;
5. 總統在任期終結前,行事容易專橫獨斷。
此文對大多採用美國總統制的新興民主國家可謂當頭棒喝!---
