As of May 26, 2026, Russia is actively conducting what it terms "systematic strikes" to dismantle the conditions that allow Kyiv to function as a state. Following recent escalations, the Russian Foreign Ministry has issued a public warning for foreign citizens and diplomats to evacuate the capital immediately, signaling intentions for even more intense aerial assaults. [1, 2, 3, 4]
Current "Systematic Strike" Strategy
- Targeting Infrastructure: Strikes are specifically aimed at decision-making centers, command posts, and military-industrial facilities.
- Infrastructure Dismantling: The strategy involves systematically dismantling the energy grid, municipal water services, and the rail network to make the city unlivable and break Ukrainian morale.
- Use of Advanced Weaponry: Moscow has deployed the Oreshnik hypersonic missile, which travels at 10 times the speed of sound and is nuclear-capable. Other advanced systems like Iskander, Kinzhal, and Zircon missiles are also being utilized.
- Retaliatory Justification: Russian officials characterize these "mass strikes" as justified retaliation for Ukrainian attacks on Russian-controlled territories, such as a recent deadly strike in Luhansk. [1, 2, 3, 4, 5, 6, 7]
Broad Strategic Objectives
Reports and intelligence assessments highlight that Russia's overarching goals for Kyiv remain unchanged since the full-scale invasion began: [1]
- Political Destruction: The intent remains to destroy Ukraine's independence and force it back into the Russian orbit by targeting the head of state and key leadership.
- Psychological Warfare: High-ranking officials like Dmitry Medvedev have advocated for creating "gray ashes" out of the capital's symbols to psychologically demoralize the population.
- Historical Context: Russia's initial 2022 plan involved capturing Kyiv within days to install a pro-Russian regime, a plan that failed due to logistical failures and stiff Ukrainian resistance. [1, 2, 3, 4, 5, 6]
Ukrainian intelligence continues to monitor potential expansion scenarios, specifically along the Chernihiv-Kyiv axis, where Russia is reportedly preparing for various offensive directions. [1]

一、不再糾結守住一村一鎮,而是以「殺傷俄軍人員」為主要目標,迫使莫斯科難以補充兵員;
