沈葦窗與《大人》《大成》雜誌
至於《大成》雜誌是《大人》結束後,沈葦窗再續辦的,前後有262期,數量頗大的,我至今也沒有收齊。數年前沈家後人透過朋友找我是否有興趣復刻全套,我覺得茲事體大,在行銷上會有風險,因此並沒有冒然去做,確實以目前的出版景氣而言,是不易的。
但這兩套雜誌確實是極品,在拍賣市場也屢屢出現,但都是部分數量,很難有出現成套的,若是成套那會是天價。
沈葦窗早年在上海就在小報寫文章,也因此他有極豐富的人脈,能邀得各路人馬來為他寫稿,辦成兩份精彩絕倫的藝文雜誌,也可說前無古人、後無來者。我在《嶺南名人列傳》有專文寫他,稱他是一個人的舞台,有興趣的朋友,可以詳閱該文。

“The World Has Need of You”
1994 首次北高市長、台灣省長直接民選,距總統直接民選還要兩年,那時台灣剛進入「後威權時代」,我們第一次經驗如此高規格、全民動員的大選。我在左營當兵,營舍裡的大專兵為各自的支持對象激烈爭執起來,幾乎動手,都覺得是國家危急存亡之秋。

當侯友宜宣布趙少康為競選搭檔後,1994年台北市長選舉時的電視辯論影片再度被熱搜。趙少康在發言開頭語不驚人死不休的經典台詞:「全國同胞們,台灣就要毀滅了!毀在民進黨的納粹法西斯手裡、毀在李登輝國民黨的慈禧太后義和團手裡。」又復活了。
對年輕世代而言,挖出這段29年前的「寶」是個新鮮的體驗。一位在大學任教的朋友說,年輕學生真的不認識趙少康,覺得他是一個「諧星」。也許因為經過29年台灣還安然存在,對照之下,當年激動無比的趙少康顯得荒謬如諧星。不過,「諧星」這兩個字讓我想起的是,上脫口秀跪地而行的韓國瑜;對於許多和經歷過從1980年代到90年代台灣民主化過程的人而言,被趙少康喚起的記憶並沒有那麼詼諧,甚至有點竦懼──那是一段台灣族群撕裂、對立最表面化的時刻,也是台灣本土化與民主化面臨大逆流的驚險階段。
1994年台北市長選舉是台北市升格為直轄市後首度普選,國民黨候選人黃大洲是個黨國體制下老派的台籍菁英,其實也說出不有什麼大缺點,但就是個過氣、沒有魅力的人物;民進黨的陳水扁高唱「快樂希望」,吸引了許多初次接觸選舉政治的年輕人,讓他們感受到參與政治不再可怕,而有如參加嘉年華會般的快樂解放。
但是趙少康的選舉策略不然,他孤臣孽子般地大聲提醒人民:「義和團」與「納粹」來了!他們要用愚蠢又殘暴的手顛覆既有的政治秩序──現有的政治秩序就是國民黨的黨國體制,就是外省英菁掌握的權力分配機制──本省籍的李登輝和主張台灣自決的民進黨就是納粹與義和團,暗示外省人就是要遭誅殺的猶太人與「二毛子」。
這樣的恫嚇激起了外省族群危機感,不只是依附於黨國的老一輩外省民眾,年輕一輩也受其召喚。過去鄰里、同儕相處沒有族群滯礙的人際關係突然變調了,有些人變得格外謹慎,避免不小心觸動到那吹彈可破的和諧;有些人則像刺蝟般,刻意去挑釁「他者」。
1994年12月2日選前之夜,台北街頭支持趙少康與挺陳水扁的民眾在街頭對峙, 飛舞著扁旗、黃旗互嗆,摩托車、轎車也一樣旌旗飄揚呼嘯街頭。十點過後,正式競選活動已結束,台北依然是個瀕臨沸點的不夜城,直到子夜過後才漸平息。
最終,「政治金童」輸給了「三級貧戶之子」,但趙少康表現出來的膽識與群眾魅力無可否認。在台北市長選舉的前兩年、1992年舉行第二屆立委選舉,所謂「第二屆」就是1947年以來第一次立委全面改選。當時辭掉環保署長的趙少康,在沒有獲國民黨提名下參選台北縣(如今新北市)立委。政治金童拿下有效選票17%的23萬5千多票,創台北縣有史以來最高記錄。趙少康帶領的「新國民黨連線」(新連線)五位自行參選者全部當選。開票那一晚,國民黨主席李登輝沒等到台北縣開完票就黯然離開中央黨部,黨務主管形容主席心情沈重。
1992年立委選舉奠定了新國民黨聯線出走另組「新黨」的實力基礎,也讓趙少康有本錢跨過新店溪挑戰京兆尹,進而與陳水扁合演台灣選舉史上的經典戰役。那場選戰讓兩邊支持者的都悸動不已,之後台灣經歷過多場總統選舉都沒有94年台北選戰激昂──除了民主嘉年華的熱情之外,也嗅得出族群對立的仇恨氣息。不可否認,這種緊張是「全國同胞們,台灣就要毀滅了! 毀在民進黨的納粹法西斯手裡、毀在李登輝國民黨的慈禧太后義和團手裡。」這句選戰經典台詞挑起的。
之後新黨繼續走反李登輝、反本土化路線,而動員對象還以外省族群為主。但它終究擋不住李登輝路線以及民進黨的興起,最後路愈走愈窄、內鬥頻仍,國會第三大黨的位子最終也被死對頭宋楚瑜的親民黨取代了。
聰明的趙少康也跳脫政治戰場,轉而佔據另一個戰略高地──媒體。除了主持電視時事節目,自己也成了媒體老板。手握第四權的趙少康依然可以引領時勢,只是近兩年來又不滿足於僅透過媒體下指導棋,更複製「新連線」模式,在國民黨內組織「戰鬥藍」,自行提出政見要黨中央埋單,還不時和黨主席朱立倫互槓。不過,這次「戰鬥藍」沒脫黨另起爐灶,而是趙少康被國民黨提名為副總統人選。
趙少康們路線其實就是與台灣民主化背道而馳的逆流。1986年民進黨成立,黨綱標舉住民自決,這在當時極度敏感。1987年剛首度當選立委的趙少康與他在台北市議的同僚、民進黨的明星謝長廷舉行一場「台灣與中國的前途」辯論,聚焦自決問題。當時謝長廷以「國民主權」為自決辯護,趙少康則反駁說:「剛才謝議員說台灣自決是替台灣求生路,我覺得是求死路,不是求活路,而且是非常危險的……。」趙又說:「台灣一千九百萬人不代表整個中國的國民,我想這一點定義,謝議員應該很清楚。憲法沒有規定一千九百萬人可以住民自決。」即使經過修憲、有了憲法增修條文,趙少康也不會認為台灣住民有權決定自己前途──對趙少康們而言,李登輝修憲就是為走向台獨。如今,臺灣的前途必須遵循全體臺灣住民意志、由台灣人民決定,這幾已成共識,但對趙少康而言這就是台獨,就是會讓「台灣滅亡」。
最早販賣「芒果乾」的不是蔡英文也不是民進黨,而是趙少康,而且至今持續在賣。前年趙少康宣布重返國民黨並有意參選總統時,也一樣批評民進黨會導致亡國,還因此被老對手阿扁嘲笑「又來了」。未來四十天,或許他還會繼續用這種恫嚇的老招,而且聲量會蓋過侯友宜。不過令人擔心的倒不是自比為「趙子龍」的趙少康是否把競搭檔視為阿斗,而是他會不會把29年前飄浮在台北上空的族群仇恨幽靈再度喚回。

Usually in allegorical representations, the personification of Time and Death, inescapable, has reason over all other personifications. Like his established compatriots, Poussin and Claude, the Parisian Simon Vouet began his career in Italy. His early works reflect the influence of Caravaggio and Lanfranco. Baroque animation, heavy forms, and dramatic contrast of light and shadow are characteristic of paintings produced in Rome and Naples. In 1627 Vouet returned to France to become a leading master and one of the most sought-after painters in official circles. Gradually he adapted his subjects and style to new demands, painting decorative compositions for palaces in Paris and for French castles. 【敬告國民黨:「這不是違憲,什麼才是違憲!」】
最近我冷眼旁觀, 國民黨在立法院的行為,實際上已完全失控、亂無章法、為亂而亂、悖離民意,不惜走向自我毀滅之路的奇異行為。
(一) 11/23 :「海空戰力提升計畫採購條例」,不顧國家安全為反對而反對,提出違反司法院釋字第391號的提案,表決輸了,卻揚言「關閉朝野協商」,原因、動機為何?
(二) 11/29:不認行政院為公投反方,本就可以宣傳,卻要求蘇貞昌院長道歉,還羞辱蘇院長為小偷院長,也不顧後遺症而「拒審中央政府總預算」。
(三)12/1:波海三國國會議員訪立院,尤其立陶宛將在台設立代表處,共同以自由民主對抗專制獨裁之中共,國民黨委員全部惡意缺席,「到底顧忌什麼?」
(四)為公投,停審總預算,只排核四、三接考察,及各委員會千篇一律專案報告有關行政中立問題(其實行政院是反方,並無違反行政中立法)。
〈重點〉是明天的司法委員會專案報告更是公然違憲。
12/6由葉毓蘭召委所安排的的議程如下:
「邀請法務部部長、調查局局長、廉政署署長、最高檢察署檢察總長、臺灣臺中地方檢察署檢察長、內政部部長、內政部警政署署長、司法院秘書長、中央選舉委員會主任委員就『司法不可雙標,行政必須中立—選舉、公投政治偵辦爭議』進行專題報告,並備質詢。」
〈這個專案報告〉
一看就是為中二選區最近檢調查賄,顏寬恒陣營卻操作為「警察國家復辟」、「國家濫權」、「政治偵防」,公然為調查中個案在立法院施壓,要負責查賄的調查局局長、檢察總長、台高檢檢察長、台中檢署檢察長及無關的中選會主委來委員會報告。用自創的「公投政治偵辦爭議」,藉勢藉端介入查賄個案,公然操作政治,那麼以後立法委員就可公然指揮介入調查中的司法個案?徹底違反「司法院釋字461解釋」及「司法院釋字585解釋」。
這兩案分別於1996年5月及2004年9月提出釋憲,我正好是「司法院釋字461解釋」的共同聲請人,「司法院釋字585解釋」的領銜聲請人。
〈什麼是釋字461的解釋〉:
1996年在李登輝前總統執政時期,朝野立委(民進黨籍蘇貞昌、張俊雄、施明德、蘇嘉全Su Jia-chyuan、李進勇、沈富雄、林濁水、陳其邁 Chen Chi-Mai、柯建銘...等人),(國民黨籍蕭萬長、曾永權、郝龍斌、丁守中、沈智慧、翁重鈞...等人),為參謀總長唐飛是否需要到立法院備詢共同提出釋憲案,轟動一時。
釋憲結果:參謀總長為預算案或法律案需來立法院備詢,但依法獨立行使職權,如法官、考試委員、監察委員、及不受外部干涉之檢察官、公平會委員,不用來備詢,非常清楚的解釋文。
〈什麼是釋字585的解釋〉:
當初為了319槍擊案,立法院通過了「真相調查委員會條例」,是否符合權力分立原則?
大法官解釋:凡國家機關獨立行使職權受憲法保障者,非立法院所得以調查之範圍,而解釋「真相調查委員會條例」違憲。
除上開兩解釋文,檢察體系又屬廣義的司法機關,稟權力分立原則,立委自不得逾越憲法63條所定之立委職權,為司法調查中個案質詢,道理至明。
那請問,葉毓蘭召委明天的委員會如何開?大概只能散會擇期再開吧!不要為了「挺顏而害顏」。

國民黨為了公投內部矛盾畢現,及萊豬是毒豬而解釋不清,朱立倫主席情急之下扭曲嘲諷賴清德副總統、在新竹宣講製造假訊息,抹黑新竹貢丸是萊豬製品⋯⋯。
內外夾擊下的朱立倫主席,可謂方寸亂矣!這個黨危矣!豈有不散之理?

British artist Eric Ravilious trained as a wood engraver and mural painter at the Royal College of Art where he was taught by Paul Nash. He worked initially as a book illustrator and designer but turned increasingly to watercolour during the 1930s. This engraving, showing mountains, stars and gems, is from a large series completed to illustrate the 1933 book Fifty-Four Conceits by Martin Armstrong.
Ravilious died in 1942 off the coast of Iceland while working as a war artist. His plane disappeared while on a search and rescue mission.

Could China take Taiwan in three days?
The media has speculated that Mr. Michael Morell could be a frontrunner for the job of Director, CIA in the Biden administration. This news rekindled my interest in the paper that Mr. Morell and Admiral Winnefeld jointly published in August, which contemplated that China could take Taiwan by force in three days. Heated discussions ensued the publication in Taiwan. However, many commentators then seemed to only react to the news clips about the article rather than providing well-vetted rebuttal, as such they likely missed the deeper warnings in the paper. The authors’ concerns are still current and relevant, thus we think it worthwhile to review these warnings here.
The War That Never Was? Published in US Navy Institute Proceedings, August 2020, by Admiral James A. Winnefeld, U.S. Navy (Retired), and Michael J. Morell
Admiral Winnefeld served as the ninth Vice Chairman of the Joint Chiefs of Staff.
Michael Morell served as Acting Director and Deputy Director of the Central Intelligence Agency.
The media took note of this article right away. Headlines such as “Former Top Officials Claim China Could Take Taiwan in Three Days” popped up in Forbes and many other online magazines. In Taiwan, political pundits on TV scrambled to assure their audiences that with today’s surveillance technology there was little chance that China could launch a full-scale invasion of Taiwan without being early detected and properly countered from the beginning, by both Taiwan and allies. However, have they settled the matter?
The August 2020 article is a scenario that sets its core logic on the stage of a hypothesized gridlock of the presidential election that rendered the national leadership ineffective. The Chinese President Xi Xinping seized this historical opportunity to resolve the Taiwan problem once and forever. He launched a blitzkrieg attack on the strategic islands that shield Taiwan from China, including Kinmen, Matsu, and Penghu on January 18th, 2021 and overwhelmed the defense by the day's end. Building on this momentum China expanded the shocking blow to Taiwan’s morale by cyber-attacking Taiwan’s power, energy and communications networks and infrastructure on the second day, which subverted and paralyzed Taiwan’s economic and governance systems. The pro-China faction of the populace in Taiwan, as well as China’s fifth column, was mobilized to exert immense pressure on the government and steered the general public towards immediately ceasing the conflict. On the third day, China’s threat of imminent massive air strike on Taiwan with thousands of missiles intensified and finally crashed the Taiwan government’s will to fight amid devastating social chaos. Taiwan subsided and accepted China’s terms of armistice, or surrendered. During these three days, China deterred the U.S. with cyber-attacks on America’s power and communication networks, too. This threat, coupled with the near-paralyzed top echelon, prevented any swift and decisive military response from the US and therefore sealed the fate of Taiwan. When the new President sat in office on January 21, 2021, all was over.
The stage of this scenario, a gridlocked election, does not materialize and a reasonably smooth transition of administration is underway. However, even if the scenario will not play out this time, it still could in the near future, because the authors’ judgments that drove the development of events in the scenario remain ominously present. Anyone who is concerned with the conflict between China and Taiwan ought to ponder these underlying judgments as warnings. Many earlier comments in the media missed the point.
Judgment 1: China could be capable of capturing Kinmen, Matsu, and Penghu in one day.
Judgment 2: China could be capable of paralyzing Taiwan’s power, energy, and communications networks with cyber-attacks in one day.
Judgment 3: China could have amassed a fifth column style pro-China base in Taiwan that they can mobilize in war time.
Judgment 4: China could have the ability to deter the US with cyber-attacks on America’s infrastructures.
Judgment 5: Taiwan government and people’s will to fight could be limited and subject to division and confusion.
These are not uninformed opinions. It is not an everyday occurrence that a former Vice Chairman of the Joint Chiefs of Staff and a former Deputy Director of the CIA would openly express their judgments on international affairs such as how China may take Taiwan in three days. These judgments, or convictions, clearly reflect their expertise and deep knowledge on this matter.
We might add one more judgment of our own: The unconventional strategy of attack depicted in this scenario is relatively inexpensive, low in casualty, and hard to detect in advance. Most significantly, it does not call for destroying certain US forces in a first strike. Therefore, it is thinkable to happen.
Hope the people of Taiwan will take these warnings seriously and seek to develop effective counter measures soon. Taiwan needs to demonstrate these judgments wrong, in order to forestall the war.

朋友家的大鄧伯紫花開得極好,在節氣將至大雪的深秋初冬,陰雲霪雨,一片晦暗,能看到這樣明亮溫暖的潛藍粉紫色,真是開心。
我第一次看到大鄧伯已是四十年前的事了,剛從歐洲回來,景仰作家楊逵先生,聽說他剛從獄中出來,住在東海大學對面的山上,我就趁大學教課之便去拜訪他。
楊逵日治時代留學日本,參與勞工運動,1934年寫了極好的小說「送報伕」,揭露大財團對底層勞工的剝削,使人感嘆社會貧富的差距,資本家大財團壓榨勞工,毫無正義可言。
楊逵回台灣後持續組織農民運動,為被壓迫者發聲,在任何政權統治下絕不附合權貴。1948年因同仁參與起草「和平宣言」,觸怒統治者,被判處12年徒刑。
他終生為弱勢者爭取平等,進出統治者牢獄,無怨無悔,對抗強勢惡霸的資本財團主流,竟然給兒子取名「資崩」,如此堅持「資本主義崩潰」,用今天文青的俏皮話來說大概會譏笑他是典型的「左膠」吧。
我去拜訪楊逵時他就蹲在院子一串串大鄧伯的花棚下,圓領汗衫,短褲,拖鞋,身上踏踏實實是一位農民,看不到絲毫知識份子留學生的傲嬌氣息。以後大概每次去東海都繞道去看他,他說正在跟讀小學的孫女學說國語,老人瘦削,輪廓深刻頑強已如雕塑,一生為社會底層爭取正義,卻可以如此言語溫暖,氣息平和,無一點怨恨暴戾。
那紫花棚下光影迷離,老人容貌至今仍在是我難忘的島嶼歷史裡最美的記憶。

楊逵回台灣後持續組織農民運動,為被壓迫者發聲,在任何政權統治下絕不附合權貴。1948年因同仁參與起草「和平宣言」,觸怒統治者,被判處12年徒刑。
他終生為弱勢者爭取平等,進出統治者牢獄,無怨無悔,對抗強勢惡霸的資本財團主流,竟然給兒子取名「資崩」,如此堅持「資本主義崩潰」,用今天文青的俏皮話來說大概會譏笑他是典型的「左膠」吧。
我去拜訪楊逵時他就蹲在院子一串串大鄧伯的花棚下,圓領汗衫,短褲,拖鞋,身上踏踏實實是一位農民,看不到絲毫知識份子留學生的傲嬌氣息。以後大概每次去東海都繞道去看他,他說正在跟讀小學的孫女學說國語,老人瘦削,輪廓深刻頑強已如雕塑,一生為社會底層爭取正義,卻可以如此言語溫暖,氣息平和,無一點怨恨暴戾。
那紫花棚下光影迷離,老人容貌至今仍在是我難忘的島嶼歷史裡最美的記憶。

最近梁永安先生譯注《來自深淵的吶喊:王爾德獄中書》。這本書在監獄寫成,引了許多拉丁文東西,後來一查對,竟然幾乎沒錯誤。可見作者當時學問紮實。我最近將手邊的王爾德漢譯作品作一整理,不過忘記我近十年前在Simon University寫譯人徐進夫先生譯的《格雷的畫像》(小說) ,台北:晨鐘,1970?。昨天在二手書讀它,上網查一下,竟然是Simon University的一篇。我近年很少造訪----上頭有我們的1778篇,累積人氣:674,567,當日人氣:202......
今年Simon University最有才藝的"小讀者"過世;多年前瑞麟退出譯壇----我們在他家開過2~3次"尾牙",最可懷念。

老友相聚

我年紀最輕,白髮最多。左邊是戴久永,中間是林公孚。戴久永講了今春與夫人回中國,由中國青年旅行社及親戚安排的揚州、杭州、蘇州、溫州之行;小一時,如何與母親從溫州海邊偷渡到大陳島,等半年,由父親接到基隆港入境;留學時的兩位怪傑同學(院士).....這些,對我是我溫故;林公孚兄談尼泊爾之旅8天,一些修練和養生技術.......他另一貢獻是選擇西門町附近的餐廳,光是地點和環境,就會讓人見習許多社會脈動。

Kawase先生回國前,很有教養、禮貌地來答謝11月23日所做的影片。
他也教我,贈書要研讀:譬如說,他是日本人中很早介紹台灣的"道教"的 (80年代初)。多年前送我的書,有的已絕版,網路拍賣相當貴。
黃仁先生比較"年輕時",懂得一邊看贈書,一邊提問、作筆記。

The words to the carol Once in Royal Davids city were written by Mrs. C.F. Alexander ( 1818 - 1895 ) and makes wonderful use of the English language to paint a picture of the events of the nativity. Mrs. Alexander wrote many poems for children, chiefly on religious subjects and was the wife of the Bishop of Derry.

從敗選以後,馬英九貌似敬謹、狀甚哀傷,但全部在講空話。他說,「人民傳達的訊息我都收到了」,但絕口不提他到底收到什麼?他又說:「選舉輸了,但國家總路線沒輸、朝向自由開放的改革路線也沒輸。」如果一切都沒錯沒輸,那錯的輸的到底是什麼?選後檢討連篇累牘,馬英九豈會不知他錯在哪裡?但,他不能講也不敢講,因為一講開,馬的權力基礎就垮台了。
馬英九原本打定主意不辭主席保黨權,後來見勢不可為,改以守住「馬金體制」為總目標。先放出辭黨主席的訊息,躲過奪權的第一擊;接著,在中常會瀰漫認錯道歉辭主席的假氛圍下,要同志「莫散了團體、莫灰了志氣」,完敗所有中常委。加上中生代的接班矛盾,包括朱立倫、郝龍斌、胡志強這些有實力的地方諸侯,即便敗選第一時間曾大鳴大放,到最後卻全部噤聲,完全被隔絕在這波權力改組之外。馬英九很不了解台灣民意,卻很熟諳國民黨的權力眉角。
國民黨的立委昨大放馬後砲,說什麼「未來重大法案要先經黨團通過」。這一群腦袋空空的草包,國民黨的大船都要沉了,卻沒敢在國民黨中常會集……
