東京威力科創（Tokyo Electron）證實，台灣子公司一名前員工涉嫌非法取得台積電（TSMC）機密資訊，該案已受到台灣司法機關調查。這起事件是台灣自2022年修訂國家安全法、增設「經濟間諜罪」以防範技術外流以來，首度涉及核心技術的重大案例。隨著台灣對技術保護的要求日益嚴格，當地經營的日本企業也面臨更高資訊管理的合規要求。
根據台灣高等檢察署於8月5日的公告，共有3人被拘留，涉嫌不法取得有關2奈米製程的先進半導體技術資訊。當地媒體報導指出，其中2人為台積電員工，另一人為東京威力科創的技術人員，過去亦曾在台積電任職。檢方懷疑，台積電內部員工將拍攝的機密圖片等資料洩露給東京威力科創的工程師。
這次事件凸顯台灣對技術外流的高度警戒。早在2015年，台積電便曾因一名前高層轉職至韓國三星並洩露機密資訊而提告並勝訴。近日，新竹地檢署亦對一家涉嫌非法聘用高科技人才的中資企業展開調查，進一步反映台灣持續強化對核心技術的保護力度。
目前，外界尚未掌握此次洩密的具體動機與意圖。不過，2奈米製程技術具有高度戰略價值，TSMC計畫於2025年下半年啟動量產，而競爭對手如英特爾與三星則仍在技術上苦戰。日本的晶片新創企業Rapidus則在美國 IBM 技術支援下，目標於2027年實現量產。
針對外界關注的潛在影響，TSMC董事、同時也是台灣國發會主委的劉鏡清於7日表示，此事件不會影響台積電在日本的投資計畫。
東京威力科創為全球第4大半導體設備製造商，擁有多項市場第一與第二的產品。該公司自1990年代便已進入台灣市場。台灣官方智庫 DSET 的執行長張智程指出，凡涉及14奈米以下的核心技術，已納入修法後的國安法管制範圍。他強調，進入台灣市場的企業必須與如台積電這類重要客戶共同建立高標準的合規與資訊管理體制，以因應日益嚴峻的技術保護環境。
